When the below scenario  observed this caused by not adding the permissions (Claims)

click in in the "Domains" in the Ops-Portal

Then you can add roles as below for the relevant hospital 



Once added the role we are clear to and  permissions (Claims) while comparing a existing user claims 


Existing user claims ( This can be viewed from the user profile)

After that click on the role 







You can view the user role then click on "Add Claim


Then can add the the Permissions ( Claims) one by one 



Kindly note need to check the user Access one by one then can review by logging on the DashOps
